The Wits Journalism Development Communication Certificate is now entering its third year. Shaped by input from students and lecturers along the way, the programme is investigating how communicators can step up their efforts to reach communities.

The programme is made up of two 3-week certificates, pitched at NQF level 8.  It targets communicators from all sectors and questions the chasm between development communicators and the mass media. It investigates new ways for interacting with journalists, as well as utilising social media, speeches and publications to directly involve people in development initiatives.

The thinking behind this highly practical programme is that development requires the engagement and participation of target audiences and communities. Government alone cannot drive the process, but needs buy-in from the private sector and civil society organisations.

Says Felicity Levine, programme coordinator: “In all sectors, development communication demands skilful employment of techniques, critical thinking and an ability to evaluate outcomes within a structural framework. For this reason our programme is practical and based on measurable outcomes while encouraging critical analysis on an academic level.

“Evaluation is still a big question: how do we know we’re reaching people? How are we measuring the impact of the huge financial and human resources invested in projects?”

A Development Communication seminar planned for February 2012 hopes to encourage discussion around return for communications investment and whether participatory democracy exists.
